As the founder of Diagnostic Partners, Dr. Joshua Penn brings to bear not only a high level of clinical expertise in cardiology and cardiovascular imaging, but also a strong background in digital imaging, network protocols and information and storage technology.

He is board certified in Internal Medicine, Cardiology and Echocardiography, and is a Fellow of the American College of Cardiology. He earned his undergraduate and medical degrees at Brown University, completing his residency in Internal Medicine and Fellowship in Cardiology at Mount Sinai Hospital in New York City.

Following his training, he returned to his native Los Angeles, where he practiced cardiology for 20 years, the last 10 as Director of Cardiology for Cedars-Sinai Medical Care Foundation. During that time, he developed extensive expertise in disease-state management, as well as information technology, EHR, and digital-imaging systems. Dr. Penn has published many articles and abstracts with a focus on congestive heart failure and vascular biology.

Dr. Penn has also lectured extensively on topics such as congestive heart failure, HTN, lipids and cardiovascular risk.

Bridget Mosier is a Licensed Practical Nurse/Cardiac Technician with extensive experience as a diagnostic cardiovascular sonographer and cardiovascular diagnostic ultrasound education specialist.

She did her LPN preparation at Genessee Valley BOCES and her certification in diagnostic sonography from the Rochester Institute of Technology (RIT). Her RDCS and RVT credentials were granted by the ARMDS. She has lab accreditation through ICAEL.

At Diagnostic Partners, Mosier is responsible for field staff management and continuing education, as well as securing and maintaining clients’ IAC accreditations. She also oversees equipment maintenance and quality assurance.

She is a member of the American Society of Echocardiography.

Elizabeth came to Diagnostic Partners with extensive experience in physician-practice administration. Her work has always had an emphasis on financial performance and workflow improvement. Prior to joining our team she ran her own consultancy focusing on optimizing private-practice management.

Earlier in her career, she served as the Director of Patient Relations at Southside Regional Medical Center in Virginia, where she oversaw patient experience and satisfaction, as well as communications, complaint resolution and volunteer services. She has also served as a practice administrator for multi-specialty care with Southside Physicians Network, as the coordinator for the SRMC bariatric program, leadership in the concierge services program, and as EMR deployment champion for the physician’s network.

Elizabeth is a graduate of Roanoke College in Salem, Virginia – she holds a bachelor’s degree in English.

Christle joins the Diagnostic Partners team with years of high level finance experience and a foundation in public accounting. She is a seasoned financial professional who also enjoys getting outside, enjoying her family and her animals.

Larray holds a BFA from New York University.

Prior to joining Diagnostic Partners, Larray served as an executive assistant at Flaum Partners, a marketing firm, where he managed schedules for the CEO and assisted in public relations and outreach efforts.

He held a similar position before that at the printing firm Asia Pacific Offset, for the company’s vice president.
